You'll have to ask the commission to be sure. The info says mice and rats don't need a permit but it also says wild species not listed as I or II need a class III. My guess would be you don't need one(some wild things were on the can have without a permit list so seems to be not just domestic) but you're going to have to ask them to be sure. If you do need a class III that's the easy one to get though so not bad.

Did you end up needing the permit or not? I've been hearing more and more about people keeping Black Rats as pets and it's definitely an interesting idea. Are they similar to the wild Norway Rats in behavior?
